Title: Fluid Mineral Leases and Leasing Process 
Abstract:

The proposed rule would revise the BLM’s oil and gas regulations to update fees, rents, royalties, and bonding requirements related to oil and gas leasing, development, and production.  The proposed rule would also update the BLM’s process for leasing to ensure the protection and proper stewardship of the public lands, including addressing impacts associated with fossil fuel activities and ensuring a fair return to taxpayers.

Statement of Need:

This rule will revise the BLM’s oil and gas regulations to update the fees, rents, royalties, and bonding requirements related to oil and gas leasing, development, and production pursuant to the Inflation Reduction Act (Pub. L. 117-169). The rule will also update the BLM’s process for leasing to ensure the protection and proper stewardship of the public lands, including addressing impacts associated with fossil fuel activities and ensuring a fair return to taxpayers.
