Title: Migratory Bird Permits; Possession and Educational Use 
Abstract:

This proposed rulemaking will seek public comments on the promulgation of new permit regulations to authorize the possession and use of migratory birds in educational programs and exhibits. Although an educational use permit system exists under special purpose permits regulations, FWS plans to revise those regulations.
