Title: Providing Controlled Substances to Ocean Vessels 
Abstract:

DEA proposes to revise existing regulations regarding the dispensing of controlled substances to ocean vessels in response to increased inquiries received from the industry and the public. DEA proposes to define the term "ocean vessel," remove the ability for a non-registrant to obtain controlled substances, revise the registration process for medical officers, and revise the recordkeeping requirements to enhance accountability and oversight. With this ANPRM, DEA is seeking the most current information on the industry’s practices to ensure the proposed revisions are efficacious.

DEA published an Advanced Notice of Proposed Rulemaking (ANPRM) to obtain information and feedback regarding the procurement of controlled substances by a medical officer for emergency kits on board ocean vessels, aircraft, and certain other entities. Through this ANPRM DEA gained a better understanding of the industry's current needs and practices, this information will guide DEA’s writing of the updated regulations in an upcoming Notice of Proposed Rulemaking.
