Title: Fee for Inbound Express Mail (Inbound EMS) Items 
Abstract:

Treasury and CBP plan to publish amendments to the CBP regulations to implement the requirements of section 8002 of the STOP Act. Section 8002 of the STOP Act amends section 13031(b)(9) of the Consolidated Omnibus Budget Reconciliation Act (COBRA) of 1985 (19 U.S.C. 58c(b)(9)) to add a new fee for Inbound Express Mail pertaining to the processing of Inbound Express Mail by the United States Postal Service (USPS) and CBP.

Overall Description of Deadline: The STOP Act, Pub. L.155-271, title VIII, was enacted on October 24, 2018. Section 8009 of the STOP Act provides that "Not later than 1 year after the date of the enactment of this Act, such regulations as are necessary to carry out this subtitle and the amendments made by this subtitle shall be prescribed." This rule is one of the regulations that are necessary to carry out this subtitle and the amendments made by this subtitle. (See section 8002 of the STOP Act).
