Title: Removal of Obsolete Procedures and Requirements Related to F, M, and J Nonimmigrants 
Abstract:

This rule removes procedures governing F, M, and J nonimmigrants that have become unnecessary since the implementation of the Student and Exchange Visitor Information System (SEVIS) in 2003. These changes were necessary to alleviate confusion by the public, improve clarity, remove obsolete procedures and requirements used before the implementation of SEVIS or during the transition to SEVIS, and correct outdated terminology. Additionally, some sections were redesignated to provide a sequential flow of the Student and Exchange Visitor Program (SEVP) regulations. This rule is consistent with Executive Order 14058, which directs agencies to take actions that improve service delivery and customer experience by decreasing administrative burdens, enhancing transparency, and improving the efficiency and effectiveness of government.
