Title: 23 CFR 1327, Code Appendix Update 
Abstract:

This action would revise the regulation appendix governing procedures for State participation in the National Driver Register (NDR). Under Federal law, participating States are required to report problem drivers to the NDR system and to check the system before issuing or renewing a driver license. In order to have consistent reporting processes across all State jurisdictions, NHTSA provides in the appendix a list of driving behaviors identified by code that form the basis for reporting problem drivers to the system. The appendix codes are taken from the American Association of Motor Vehicle Administrator's (AAMVA) code dictionary and are generally used by State motor vehicle administrators for a variety of licensing purposes. NHTSA has not updated the code appendix since 2005, while AAMVA has recently completed an update to its code dictionary. So that State motor vehicle administrators have a consistent set of codes as between NDR and AAMVA, this action seeks to update the appendix so that the appendix codes match AAMVA's revised code dictionary. This is a non-substantive rulemaking and NHTSA does not anticipate adding any costs to State compliance under the program. The codes are already used at a State level for a variety of licensing purposes and have been used as part of identifying problem drivers to the NDR for over 20 years.
