Title: Eliminating Barriers That May Unnecessarily Prevent Individuals With Criminal Histories From Accessing or Maintaining HUD-Assisted Housing (FR-6362) 
Abstract:

This proposed rule would amend HUD’s existing regulations for public housing and certain project-based rental assistance that govern admission, eviction, and termination decisions for applicants with criminal records or a history of involvement in the criminal justice system. This proposed rule would require PHAs and providers of project-based rental assistance to revise practices that unnecessarily prevent individuals who have criminal histories, but who do not pose a risk to the health and safety of other residents, from participating in HUD programs. Housing helps to reintegrate those with criminal justice system involvement back into society; therefore, HUD is seeking to ensure that housing opportunities are not denied to people with criminal histories that are not relevant to their suitability as tenants. Further, the proposed rule reduces the risk of Public Housing Agencies and owners of federally-assisted housing violating nondiscrimination laws.
