Title: Adjudications Coronavirus-Related Illness Claims
Abstract:

The Department of Veterans Affairs (VA) is proposing to amend the portion of its Schedule for Rating Disabilities (VASRD) that addresses infectious diseases and immune disorders to add a new diagnostic code and rating criteria for Coronavirus Disease 2019 (also referred to as COVID-19). Additionally, VA is proposing to amend its claims adjudication regulations to establish presumptive service connection for COVID-19 and its chronic residuals. This proposed rulemaking is needed to implement the Johnny Isakson and David P. Roe, M.D. Veterans Health Care and Benefits Improvement Act of 2020 and will enable claims adjudicators to grant service connection for active COVID-19 disease and any of its long-term residuals when the disease is diagnosed after a qualifying period of duty but before the end of the manifestation period. Finally, this proposed rulemaking will specify the nomenclature used to refer to the coronavirus-related illnesses.
