Title: Supporting Competition in the AbilityOne Program 
Abstract:

The Committee for Purchase From People Who Are Blind or Severely Disabled (Committee), operating as the U.S. AbilityOne Commission (Commission), is publishing a final rule clarifying the Commission’s authority to consider different pricing methodologies in establishing the initial Fair Market Price (FMP) for Procurement List (PL) additions and changes to the FMP; and better defining the parameters for conducting competitive distributions amongst multiple authorized nonprofit agencies (NPAs). Pursuant to these changes, a Federal agency will be able to request that the central nonprofit agency (CNA) distribute an order on a competitive basis, subject to Commission approval.  Lastly, the final rule further clarifies the Commission’s authority to authorize and deauthorize NPAs from the PL and requires all NPAs to provide the right of first refusal of employment to the current employees of an incumbent NPA, who are blind or have significant disabilities, for positions for which they are qualified.
