Title: ●Federal Management Regulation; FMR Case 2023-3, Motor Vehicle Management  
Abstract:

The General Services Administration is developing a proposed rule to amend the Federal Management Regulation (FMR) at 41 CFR part 102-34 to require that federal executive agencies obtain the smallest zero-emission or least green-house gas emitting, most fuel efficient motor vehicles necessary to accomplish agency missions and limit optional equipment to what is agency essential. Additionally, the proposed rule will outline requirements for adopting vehicle telematics and incorporating telematics data gathered into agency fleet management information systems.

In addition, GSA is updating the entirety of FMR part 102-34 to ensure its language reflects inclusivity, primarily in terms of gender, as well as other language that reflects diversity, equity, inclusivity, and accessibility.
