Title: Disaster Declaration Authority 
Abstract:

This direct final rule implements regulatory changes required by three recent laws amending the Small Business Act: the Disaster Assistance for Rural Communities Act, Pub. L. 117-249 (December 20, 2022); the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Pub. L. 116-136 (March 27, 2020); and the National Defense Authorization Act for Fiscal Year 2020 (NDAA 2020), Pub. L. 116-92 (December 20, 2019).  These changes provide two new types of disaster declaration authority and revise eligibility for the Military Reservist Economic Injury Disaster Loan (MREIDL) program.
