LABOR FORCE' DOL ISSUES AN ANNUAL LIST OF LABOR SURPLUS AREAS (LSA'S) SO THAT FEDERAL AGENCIES CAN DIRECT PROCUREMENT CONTRACTS TO EMPLOYERS IN HIGH UNEMPLOYMENT AREAS.
