In accordance with 5 CFR 1320, OMB approves this information collection, subject to the following conditions. First, BEA must include in Section III.M. of the Instruction Booklet a provision that allows estimates for total acreage in Part I, Section G. Second, BEA must insert a paragraph in the cover letter accompanying the survey that states that estimates are allowable for the data elements listed in Section III.M. BEA must accept these estimates and hold follow-up inquiries about these estimates to a minimum. Finally, BEA must include in the Instruction Booklet estimates of the amount of time required to fill out the BE-12(LF) and the BE-12(SF), giving both the average response time and the range of respondent burden.

Abstract:
THE SURVEY IS NEEDED TO COLLECT DATA ON FOREIGN INVESTMENT IN THE U.S. TO BE USED IN THE FORMULATION OF GOVERNMENT POLICY AND WILL SERVE AS A BASE FROM WHICH BALANCE OF PAYMENTS AND FINANCIAL AND OPERATING DATA COLLECTED IN SAMPLE SURVEYS CAN BE EXPANDED TO UNIVERSE ESTIMATES. REQUIRED FOR BALANCE OF PAYMENTS, INTERNATIONAL INVESTMENT, AND GROSS NATIONAL PRODUCT ACCOUNTS OF THE U.S.
