We have approved this collection of information through October 1988. The agency has included in this package all comments in the rulemaking record pertaining to this recordkeeping requirement. None of these comments question the practical utility of these requirements, although other aspects are questioned. Hence, we extend approval once more, although our past approvals have, since 1986, been contingent upon the completion of the ongoing rulemaking. The agency has stated its intention of providing justification for this recordkeeping in the final rule, but the rule has apparently been delayed yet again. We will not extend approval past 10/88 unless a final rule has been published justifying this information collection as consistent with 5 CFR 1320.4 (B) (1), (2), and (3).

UNDERGROUND CONSTRUCTION EMPLOYERS ARE REQUIRED TO KEEP A RECORD OF AIR QUALITY TEST RESULTS IN ORDER TO IDENTIFY DECREASING OXYGEN LEVELS OR POTENTIALLY HAZARDOUS CONCENTRATIONS OF AIR CONTAMINANTS IN TIME TO TAKE CORRECTIVE ACTION PRIOR TO THE ATTAINMENT OF HAZARDOUS CONDITIONS.
