Pursuant to 5 CFR 1320 and the Paperwork Reduction Act, OMB cannot approve this revision to the current collection requirements. EPA has not demonstrated that the increased burden has practical utility nor is the least burdensome to carry out regulatory objectives. When EPA resubmits this collection for OMB review, please provide a full discussion of the following: 1) Why is it necessary to notify EPA of a demolition even when no asbestos is present? 2) Why is it necessary to notify by mail? Would not a telephone option be appropriate? 3) Why is it necessary for asbestos generators to record instances in which a signed copy of the waste shipment record is not recieved? 4) Why is it necessary to establish a "generator-to-disposer" manifest system? 5) What must the placards affixed to vehicles during loading and unloading operations say? 6) Why is EPA unable to use information from the National Weather Service to determine whether the freezing exemption applies?
