THESE REGULATIONS AND THE NEW PROPOSED REGULATIONS WILL APPLY TO ALL COMMERCIAL FISHING INDUSTRY FISHING VESSELS, SEAMEN ON SUCH VESSELS, UNDERWRITERS OF INSURANCE ON SUCH VESSELS. THE INFORMATION REQUIRED T BE COLLECTED IS MANDATED AND THE INFORMATION REQUIRED TO BE POSTED IS EXPECTED TO REDUCE THE UNACCEPTABLY HIGH RATE OF CASUALTIES. On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
