ONSHORE NATURAL GAS PROCESSING PLANTS WILL KEEP RECORDS DEMONSTRATING VOC LEAK DETECTION & REPAIR PROGRAMS ARE CONDUCTED, & RECORDS DEMONSTRATING COMPLIANCE WITH EQUIPMENT STANDARDS. SEMIANNUAL REPORTS EXCEEDANCES ARE REQUIRED, WHICH ENABLE ENFORCEMENT AGENCIES TO MONITOR THE LEAK DETECTION PROGRAM. RECORDS OF OPERATION OF CEM EQUIPMENT FOR SO2 EMISSIONS ARE REQUIRED, AND SEMIANNUAL REPORTS OF SO2 EXCESS
