Abstract:
SECTION 515(B)(15)(D) AND 719 OF PUBLIC LAW 95-87 REQUIRE THAT ALL BLASTING OPERATIONS BE CONDUCTED BY TRAINED AND COMPETENT PERSONS AS CERTIFIED BY THE REGULATORY AUTHORITY. THE REGULATIONS PROVIDE FOR THE TRAINING, EXAMINATION, AND CERTIFICATION OF PERSONS ENGAGED IN BLASTING OR THE USE OF EXPLOSIVES IN SURFACE COAL MINING OPERATIONS. THE INFORMATION COLLECTED IS USED TO DETERMINE THE ADEQUACY OF STATE BLASTING PROGRAMS.
