Abstract:
The Department of State intends to engage in a pilot with the Immigration and Naturalization Service (INS) to coordinate the naturalization of U.S. citizens with the issuance of their first passport. We wish to overprint the passport application form with an appropriate identifier (naturalization ceremony).
