Terms of Clearance: Approved for use through 8/2002 under the condition that AoA: 1) continues to grant waivers/extensions to States on a case-by- case basis and in the meantime, reevaluates the feasibility of existing Congressional deadlines. OMB is concerned that a significant number of States continue to need extensions in meeting the SPR deadline; 2) amends the SPR so that it is consis- tent with OMB's most recent Directive 15 guidelines on race/ ethnicity classification. No later than 9/30/99, the AoA must discuss its plans for incorporating these new categories and any ensuing difficulties; 3) pursuant to the State of Penn- sylvania's request, amends the SPR instructions to allow for voluntary aggregate reporting. These amendments must be submit- ted to OMB for the public record; and 4) maximizes its reliance upon existing SPR measures for GPRA purposes and establishes realistic future timeframes for data elements exceeding SPR.

Abstract: The Older Americans Act (OAA) requires annual program performance reports from the States to meet statutory requirements under the OAA including evaluation of program operations; preparation of reports for the Congress; response to other Federal agencies; and to other public and private sector agencies and organizations. The information is also needed to meet GPRA requirements.
