Abstract:
Each waterfront facility that intends to transfer oil or hazardous materials in bulk to or from vessels must notify the Coast Guard Captain of the Port by submitting a letter of intent to operate. This letter identifies the owner and operator of the facility for enforcement and contact purposes.
