This ICR is approved for three years pursuant to 5 CFR 1320. Before resubmission of this ICR for extension, the Agency should revisit the estimates of wages, taking into consideration guidance provided by the Agency's Office of Information and also by the Office of Management and Budget. Furthermore, the Agency should provide a more detailed demonstration that the reestimate of burden contained in this ICR reasonably reflects the industry standard with respect to electronic management of data records.

Abstract:
This regulation requires owners/operators to kraft pulp mills to submit initial notifications, performance test results, and semiannual reports and to maintain daily records of opacity, total reduced sulfur, and oxygen concentrations. The information provided enables EPA to verify compliance with Federal air emission limits, which are designed to safeguard human health and the environment.
