Abstract:
The United States Patent and Trademark Office (USPTO) drafted new rules in support of the Inventors' Rights Act of 1999, Public Law Number 106-113, section 4001 (which will be codified at 35 USC 297). These rules will be found in the new Part 4 of Title 37 Code of Federal Regulations (37 CFR Part 4). The Inventors' Rights Act of 1999 requires the USPTO to publish complaints filed by independent inventors against invention promoters/promotion firms and publish any replies to such complaints. The USPTO will accept complaints filed against invention promoters/promotions firms and forward those complaints to the invention promoters/
