The revisions to this ICR associated with the proposed rule to modify the requirements for Class I well operators in Florida are not approved. It is not clear that all of the proposed reporting and record keeping requirements minimize to the extent practicable and appropriate the burden on persons providing information, as required in 5 CFR 1320.9(c). In developing the ICR for the final rule, the agency should review all record keeping and reporting requirements to ensure that this provision is satisfied.

Abstract:
The U.S. Envirmental Protection Agency (EPA) is proposing to revise Underground Injection Control (UIC) requirements for certain Class I municipal injection wells in Florida. The proposal would require additional monitoring, analysis, demon- stration, reporting and recordkeeping to ensure compliance with the UIC portion of the Safe Drinking Water Act (SDWA). The proposal includes two operational optionals in an effort to assist Class I municipal injection well operators in meeting SDWA requirements.
