Terms of Clearance:
As this collection requires contractors to provide an estimate of helium needs to the federal government and for the contracting officer to forward that information on to the Bureau of Land Management, the FAR agrees to work with the BLM to create an online form for the contracting officer to submit the information to the BLM and for the BLM to reply regarding the estimated ability of the contractor to provide the desired amounts of Helium.

Abstract:
The Federal Acquisition Regulation requires that the successful offeror responding to a contract solicitation provide information as to its forecast of helium required for the performance of the contract. Promptly upon award of any subcontract or order that involves a major helium requirement, the contractor shall provide to the Bureau of Mines, and to the contracting officer, written notification that includes the prime contract number, address and telephone number of the subcontractor, including a point of contact, and a copy of the subcontractor's helium.
