Terms of Clearance:
Approved for one-year only. Within six weeks of OMB approval, Education will brief OMB on progress made in issuing final guidance on standards for the collection and aggregation of data on race and ethnicity. The briefing will include a discussion of progress made in bringing this and all other collections into compliance with OMB's 1997 standards for data on race and ethnicity. OMB notes that electronic submission by LEAs for the Civil Rights Data Collection and the Indian Education Student Count is not mandatory under this approval and that ED will make non-electronic options readily available to LEAs. With the next submission of this collection for OMB approval, Education will: 1. Provide a written overview of the first year of incorporating the CCD collection into EDFacts (including any problems encountered and proposed solutions, and comparability between EDFacts data and the CCD database). 2. Provide evidence of a significant burden reduction for SEAs and discontinue the appropriate OMB numbers.

Abstract:
The Education Data Exchange Network (EDEN)is in the implementation phase of a multiple year effort to consolidate the collection of education information about States, Districts, and Schools in a way that improves data quality and reduces paperwork burden for all of the national education partners. To minimize the burden on the data providers, EDEN seeks to transfer the proposed data as soon as it has been processed for State, District, and School use. These data will then be stored in EDEN and accessed by federal education program managers and analysts as needed to make program management decisions. This process will eliminate redundant data collections while providing for the timeliness of data submission and use.

Short Statement:
This is a result of: 1) reporting all of the burden for the Civil Rights Data Collection in the year the burden is earned (+177,420); 2) adding the burden of the 7 territories who will submit 2006-07 CCD data through EDEN this year (+714); 3) the requirement that each state develop a data submission plan as part of the mandatory submission requirement (+1,040), and 4) adding the Indian Education student count (+3,050). The rest of the increase in the estimated EDEN paperwork burden (91,520 hours) is an adjustment.
