OMB commends OPM for its work to integrate this collection into the USAJobs/USAStaffing framework. This emergency information collection request is approved for 6 months, as amended by OPM's email memo of 11/3/06 with the following term of clearance. OPM agrees to continue to work with OMB on a plan with milestones and timelines for moving away from SSNs as unique identifers, consistent with Nancy Kichak's memo of September 14, 2006 and OPM's work with the Presidential Identity Theft Task Force. We appreciate OPM's willingness to work with us on these difficult issues.

Abstract:
The form is used to apply, nominate, screen and place graduate students from a variety of academic disciplines/career paths who have an interest in and a commitment to excellence in the leadership and management of public policies and programs.
Emergency Justfication:
The PMF Program receives applications from thousands of graduate students nationwide, and in some cases internationally, who are committed to a career in the analysis and management of public policy programs. The Program helps address the Federal Governments human capital and succession planning needs by bringing in top talent with the potential to become the Federal Governments future leaders. Under Executive Order 13318 of November 21, 2003 (copy attached), the U.S. Office of Personnel Management (OPM) has primary responsibility for managing the program and for recruiting exceptional candidates that meet agency needs. The OPM is responsible for soliciting, reviewing and screening all candidates, while agencies are responsible for final selections and PMF participant development. The OMB approval No. 3206-0082 for the PMF Application, OPM Form 1300, was extended through October 31, 2006, for last years recruitment cycle. Upon OMBs approval last year, there were several contingencies the PMF Program Office has strived to meet. One of OMBs contingencies was to migrate to a vacancy announcement approach via USAJOBS. Discussions last year between OMB and PMF Program Office staff resulted in an agreement to try to achieve this for the next open season for the PMF Class of 2007. In order to do this, the PMF Program Office had to make significant changes to how it collects data, changes in the application and assessment processes, and the Programs database systems. The PMF Program recently finished this migration and testing of the new application process. Unfortunately, following the traditional 30-day Federal Register Notice process to obtain OMB approval for the 2007 cycle was unavoidable. The Executive order and PMF Program regulations require eligible applicants to be formally nominated into the PMF Program. The approach the PMF Program Office came up with is a fax-back nomination form which we would like to now refer to as the OPM Form 1300. Applicants will utilize a vacancy announcement via USAJOBS and upload their resumes. Upon submission of their application, applicants will be asked to print the Nomination Form (the OPM Form 1300) and submit to their Nomination Official for further consideration. If the Nomination Official decides to nominate the applicant, he/she would then fill out their contact information, sign the nomination form, and fax to OPM by the annual deadline of October 31.
