Short Statement: The program change decrease in burden hours (from 14,674 to 12,815) is due to the usage of the new OFIS electronic submission system. The adjustment decreases: burden hours to remove recordkeeping requirement (from 163 hours to 0) mistakenly reported in previous submission; and cost burden (from 1,296 to 0) because grantees will no longer use courier service to submit reports.
