As a condition for approval of this collection, the FBI must provide OMB within 6 months of this approval date either (1) proposed procedures for developing a national (and select subnational) estimates of the number of law enforcement employees or (2) an explanation of why estimation procedures are not feasible. Either response should reflect a good understanding of the statistical literature on imputation and estimation (e.g., Rubin, D.B. (1987) Multiple Imputation for Nonresponse in Surveys. J. Wiley & Sons, New York and Schafer, J.L. (1997) Analysis of Incomplete Multivariate Data. Chapman & Hall, London).

Abstract:
Under the authority of Title 28, Section 534, U.S. Code, Acquisition, Preservation, and Exchange of Identification Records; appointment of Officials, April 23, 1990 the FBI Uniform Crime Reporting (UCR) Program would request data about police employee counts from city, county, state, federal, and tribal law enforcement agencies throughout the country in order to generate reliable information on police employee counts. The forms 1-711, 1-711a, and 1-711b, Number of Full-Time Law Enforcement Employees as of October 31, provides for the national UCR Program details regarding the number of full-time law enforcement employees, both officers and civilians.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
