This collection is approved for one year only. ED agrees to continue working on changes to income Distribution of Program Recipients and Expenditures by Type of Student reporting to reflect current student family income for the next submission. In addition, ED agrees to review the form to ensure that the correct data is collected to enforce the statutory end date of the Perkins program. Upon resubmission of this form for OMB approval, ED agrees to brief OMB on the changes proposed for the FISAP.

Abstract:
The data submitted electronically in the Fiscal Operations Report and Application to Participate (FISAP) through FISAP on the Web is used by the Department of Education to determine the institution's funding need for the award year and monitor program effectiveness and accountability of fund expenditures. The Reallocation form is part of FISAP on the Web. The Higher Education Amendments (HEA) requires that if an institution anticipates not using all of its allocated funds for the Perkins, Federal Work Study (FWS), and Federal Supplemental Education Opportunity Grant (FSEOG) programs by the end of an award year, it must specify the anticipated remaining unused amount to the Secretary. In addition to renewing the expiration date, references to dates and award years dates have been updated on the forms and in the instructions for both documents. Two fields were removed from the FISAP form due to the termination of the Academic Competitiveness Grant (ACG) and National Science and Mathematics Access to Retain Talent (SMART) Grant programs. Additional clarifications were made to the FISAP instructions.
