The number of respondents would have been 13,060 without the changes stemming from revision of ITAR parts 122 and 129. The Department is reporting an increase in annual hour burden because the estimated time burden for completion of the form is now two hours rather than one.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
