Abstract: BOEM collects the information to determine whether an OCS facility will have a significant effect on the air quality and readiness of an offshore lessee to prevent or contain pollution in offshore waters. Respondents are Outer Continental Shelf Federal oil and gas and sulphur lessees and/or operators.

Short Statement: The currently approved OMB inventory is 196,547 burden hours for 30 CFR Part 550, Subpart C requirements for this collection. This submission requests 112,111 hours. We made a program decrease of 123,955 hours due to eliminating the requirements and burden hours that were relegated to BSEE (OMB Control Number 1014-0023). We also made a net adjustment increase of 39,519 hours due to re-estimating the time industry takes to complete the requirements, based on consultations, as well as a net increase in the number of annual responses. The number of responses increased primarily for submissions under §§ 303(k) and 304(a); (g) that require collecting and reporting of air emissions data. Submissions are based on the number of facilities required to participate during the last emissions inventory. There are no non-hour cost burdens for this collection.
