Abstract:
This is a request for a 3-year generic clearance for the Bureau of Justice Statistics (BJS) that will allow it to develop, test, and improve its survey and data collection instruments and methodologies. The procedures utilized to this effect include, but are not limited to, tests of various types of survey and data collection operations, focus groups, cognitive laboratory activities, pilot testing, field testing, exploratory interviews, experiments with questionnaire design, and usability testing of electronic data collection instruments. A nonsubstantive change is requested to increase the number of respondents and burden hours to accommodate projects related to the Campus Climate Sexual Assault work that was not originally envisioned when the Generic IC was developed.

Short Statement:
The number of respondents and burden increase are due to a project to pilot test an instrument to capture data about rape and sexual assault as well as attitudes and perceptions of safety on campus among undergraduate university students. This instrumentation effort is part of BJS's Campus Climate Survey Validation Study (CCSVS). This project was not originally conceived when the Generic Clearance was originally put forth. The first phase of this study was approved under this OMB Generic Clearance on January 13, 2015.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
