Abstract:
The Consolidated and Further Continuing Appropriations Act, 2015 (Public Law No: 113-235) authorizes the Departments of Education, Labor, and Health and Human Services, along with the Corporation for National and Community Service and the Institute of Museum and Library Services to enter into a total of up to ten Performance Partnership Agreements with States, localities, or tribal governments receiving funds under multiple Federal programs that give grantees additional flexibility in using these funds to achieve significant improvement in outcomes for disconnected youth. This collection solicits applications for the Performance Partnership Pilots.

Short Statement:
The total annual burden hours estimate is lower than what was approved for the first time this collection was approved in FY 2014 because we expect ten fewer respondents. The burden hour estimate for the instrument is the same as what was approved for FY 2014. Though we are proposing a number of new priorities that were not used in the FY 2014 solicitation, we are simultaneously reducing respondent burden by eliminating some application requirements and selection criteria and streamlining many of those that remain. This ICR is a reinstatement with changes resulting in an increase in burden and respondents of 55 respondents and 4400 hours respectively.
