The Form I-9 was developed to facilitate compliance with Section 274A of the Immigration and Nationality Act, as amended by the Immigration Reform and Control Act of 1986, making employment of unauthorized aliens unlawful and diminishing the flow of illegal workers in the United States.

Short Statement:
The total estimated annual burden hours has decreased by 11,300,000 hours. This change is due to a new agency estimate regarding the projected number of respondents that will be completing this form. USCIS previously requested approval for 40,600,000 total burden hours, while is now only requesting approval for 29,300,000 total burden hours. The estimated number of respondents previously was previously estimated at 78,000,000, while it is now estimated to be approximately at 55,400,000 respondents. USCIS is revising this collection to provide drop-downs, helper text, hover text and field validation to reduce the number of technical errors when the form is completed on a computer.

On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
