Abstract:
Liquefied Natural Gas and other Liquefied Hazardous Gases present a risk to the public when handled at waterfront facilities. These rules should either prevent accidental releases at waterfront facilities or mitigate their results. They are necessary to promote and verify compliance with safety standards.

Short Statement:
The change in burden is an ADJUSTMENT due to a change (i.e., decrease) in the estimated annual number of responses. Additionally, the change in burden is due to a decrease in the estimated annual number of hours to conduct a WSA. Based on a reevaluation by the Coast Guard, we changed the time to prepare a WSA from 704 hours to 500 hours per submission. The reporting and recordkeeping requirements, and the methodology for calculating burden, remain unchanged.
