Abstract:
Liquefied Natural Gas and other Liquefied Hazardous Gases present a risk to the public when handled at waterfront facilities. These rules should either prevent accidental releases at waterfront facilities or mitigate their results. They are necessary to promote and verify compliance with safety standards.

The change in burden is a PROGRAM CHANGE due to the 1625-AC61, Electronic Submission of Facility Operations and Emergency Manuals rulemaking. Additionally, the change in burden is an ADJUSTMENT due to a change (i.e., increase) in the estimated annual number of respondents. The reporting and recordkeeping requirements, and the methodology for calculating burden, remain unchanged.
