Short Statement:
This is a revision of a currently approved information collection request. The currently approved inventory is 43 respondents (35 Business and 8 Foreign Government). In this revision, APHIS estimate approximately 86 respondents (76 Business and 10 Foreign Government entities). This is an increase of 43 respondents (41 Business and 2 Foreign Government). Additionally, the current total annual responses are 20,771 and the agency is requesting 6,113,944 total annual responses; 6,109,780 are due to agency estimates. This request for renewal is for 6,134,715 estimated annual responses and 6,902 estimated annual burden hours, reflecting an increase of 6,113,944 responses and 6,099 burden hours from the previous renewal request. The level of granularity in data collection improved and corrected the accuracy of the activity. Adjustments to the Agency estimates had a decrease in responses attributed to a reduction in trade in response to COVID restrictions, as well as changes made in the data review process. In addition, there is an increase in the activity “labeling/packaging” which is beneficial for APHIS’s tracking of cargo. Labeling of cartons allows for tracking of cargo back to a specific supplier which enables APHIS to manage pest risk and mitigation. Previously this activity was reported as “number of shipments”. For this renewal, this activity is being reported by “all cartons in the shipment”. This results in an estimate of 6 million cartons as additional responses irradiation facilities are brought online, there are additional increases for labeling/packaging. This increases the number of cartons. Discretionary program changes include: •Increased shipments further result in an estimate increase of 4,000 Phytosanitary Certificates being processed. Further, the response time per certificate decreased by 15 minutes. •Limited Permit PPQ Form 530 is no longer used in this information collection.
