Abstract:
The Administration for Children and Families (ACF) published an Interim Final Rule with comment (IFC) to establish new program standards, including recordkeeping requirements, to mitigate the spread of the coronavirus disease 2019 (COVID-19) in Head Start programs. ACF requested from Office of Management and Budget (OMB) emergency review and approval of the information collection requirements, as authorized under 44 U.S.C. 3507 (subsection j), which allowed for 6 months of approval under the Paperwork Reduction Act (PRA). This was followed by a full request, including two public comment periods, to extend approval of the recordkeeping requirements without changes. ACF is issuing a Final Rule which adds a new recordkeeping requirement to the currently approved requirements. The new recordkeeping requirement is necessary to continue to promote the safety of Head Start program staff, volunteers, and enrollees and mitigate the spread of COVID-19 (for additional information, see the Final Rule). ACF is requesting emergency review and approval of the changes to this information collection by OMB as authorized under 44 U.S.C. 3507 (subsection j). The proposed recordkeeping is necessary to ensure programs are able to meet the revised requirements by the effective date of the final rule, 60 days following publication. The information collection is essential to the mission of the agency and the use of normal clearance procedures will prevent the recordkeeping requirement to go into effect as required by the final rule.

Short Statement:
Updates to burden estimates were made based on the revised recordkeeping requirements. The existing recordkeeping requirements include the reporting and maintaining of vaccination and vaccination exemption records of staff, contractors, and volunteers as well as the establishment and maintaining of SARS-CoV-2 testing protocols for individuals granted vaccination exemptions as part of the required testing and follow-up for such individuals. All of these existing recordkeeping requirements are unchanged. The only revision is the addition of the new recordkeeping requirement that programs establish and record a COVID-19 mitigation policy in their program policies and procedures.
