Abstract:
This is an information request renewal (ICR) to the Office of Management and Budget (OMB) for IC# 2132-0008, “National Transit Database” information collection request (ICR), which is currently due to expire on January 31, 2023, and extend it for three years. This request is for a revision of a currently approved collection due to statutory requirements to increase the scope of data collected by the NTD. The change in this collection reflects an increase in total burden hours from 327,524 in the previous approved information collection to an annual total burden hours of 456,179. This increase is largely due to the Infrastructure Investment and Jobs Act (Pub. L. 117-58, the “Bipartisan Infrastructure Law”). At the same time, FTA made a number of enhancements that reduced the burden hours on NTD reporters, such as offering reporting waivers for agencies affected by COVID-19. The response to the collection is required to obtain or retain a benefit, as statute requires that recipients or beneficiaries of grants from the Federal Transit Administration (FTA) under the Urbanized Area Formula Program (§5307) or other than Urbanized Area (Rural) Formula Program (§5311) submit data to the NTD on an annual basis. The entities responding to this information collection are Rural, Urban, and Small/Tribal Transit Systems throughout the United States and Puerto Rico. Each respondent submits an annual report to FTA staff and contractors that includes an overview of the transit agency, asset inventory, safety event reporting, asset condition reporting, transit asset management program target reporting, etc.

Short Statement:
This request is for a revision of a currently approved collection due to statutory requirements to increase the scope of data collected by the NTD. The statue requires that FTA now collect additional data on safety and geographic service area coverage (stops, routes, service area, etc.). The change in this collection reflects an increase in total burden hours from 327,524 in the previous approved information collection to an annual total burden hours of 456,179. This increase is largely due to the Infrastructure Investment and Jobs Act (Pub. L. 117-58, the “Bipartisan Infrastructure Law”). At the same time, FTA has made a number of enhancements to reduce the burden on NTD reporters, such as offering reporting waivers for agencies affected by COVID-19. A reporting waiver allows the agency to use a prior year of NTD data when completing the current year of reporting is impossible or highlight impractical due to COVID-19. For instance, for the FY 2021 and 2022 apportionments, FTA granted an average of 18 reporting waivers per year, 80% more than FY 2020 (pre-COVID). These waivers saved thousands of hours of reporting time from these agencies.
