In accordance with 5 CFR 1320, this information collection request is being conditionally approved with the understanding that future submissions will conform to the PRA requirements for information collection requests. EPA is required to include the following information in its submission for information collection request review and approval: (1) supporting statements to show compliance with requirements and other associated laws; (2) a description of the regulatory text applicable to the ICR including submission specifications; (3) a clear description of the data elements being collected under the ICR; (4) copies of the data collection instrument and/or screen shots of the electronic portal where the reporting requirements are submitted to EPA (with the control number and burden statement included); (5) a detailed discussion of how information is submitted and the extent to which electronic reporting is available; (6) evidence of consultation with respondents (by actively reaching out to stakeholders as permitted by the PRA) to ensure the supporting statement's accuracy on availability of data, frequency of collection, clarity of instructions, accuracy of burden estimate, relevance of data elements, and similar PRA matters; and (7) discussion of how EPA addressed substantive concerns raised by respondents and other stakeholders during consultation and in response to comments received on FR notices. Abstract:
With limited exceptions, ocean dumping - the transportation of any material for the purpose of dumping in ocean waters is prohibited except in compliance with a permit issued under the Marine Protection, Research, and Sanctuaries Act (MPRSA). EPA collects or sponsors the collection of information for the purposes of permit issuance, reporting of emergency dumping to safety of life at sea, compliance with permit requirements, including specifically general permits for burial at sea and for transportation and disposal of vessels. EPA is responsible for issuing ocean dumping permits for all materials except dredged material. The U.S. Army Corps of Engineers (USACE) is responsible for issuing ocean dumping permits for dredged material using EPAs environmental criteria, though for federal projects, the USACE may apply the environmental criteria directly in lieu of the permit process. Ocean dumping permits for dredged material are subject to EPA review and concurrence.

Short Statement:
ICR Supporting Statement Chapter 1 - development of special, general, research and emergency permits. When compared to the existing ICR, there is an increase in the Total Hours and in the Total Annual Cost. The total hours respondent hours increased slightly from 1,070.40 to 1,142.40 and the total estimated respondent burden increased from $209,665.48 to $616,161.53, as compared with the ICR currently approved by OMB. This increased estimate is due to the assumption that Research Permits will occur once every two years instead of once every ten years. This assumption is based on more recent inquiries into this area of permitting. ICR Supporting Statement Chapter 2. When compared to the currently approved ICR, there is a decrease in the Total Hours from 2,426 to 2,227 and a decrease in the Total Annual Burden from $134,400.09 to $106,178.79. The reductions in the estimated Total Hours and Total Annual Burden are due to a reduction in the estimated number of general permit applications. This reduced estimate is based on a review of the actual average number of permits from the last three years and using that average to estimate future activity
