Approved under emergency processing for six months contingent on CBP initiating normal clearance procedures at 5 CFR 1320.10 by publishing a 60-day notice for public comment within 45 days of this approval. Abstract:
The Department of Homeland Security (DHS) is working with its interagency partners to allow certain noncitizens from Venezuela and their qualifying immediate family members who lack United States entry documents to submit information through the newly developed CBP Advance Travel Authorization (ATA) capability within the CBP One™ application as part of the process to request an advance authorization to travel to the United States to seek a discretionary grant of parole. Implementation of ATA will require the collection of a facial photograph via CBP One™ from those eligible noncitizens who voluntarily elect to participate in the process. Participation will be limited to those individuals who meet certain DHS established criteria, including possession of a valid, unexpired passport, as well as having an approved U.S.-based supporter.
Emergency Justfication:
This emergency approval will allow DHS to work with its interagency partners to allow certain noncitizens from Cuba, Haiti, Colombia, El Salvador, Guatemala, and Honduras and, in some cases, certain qualifying immediate family members, to submit information through the recently developed CBP ATA capability within the CBPOne application as part of the process to request an advance authorization to travel to the United States to seek a discretionary grant of parole.

Short Statement:
Through this emergency revision and accompanying Federal Register notices (FRN), DHS plans to implement changes to the current Cuban Family Reunification Parole (CFRP) and Haitian Family Reunification Parole (HFRP) programs and establish new FRP processes for certain Colombian, Salvadoran, Guatemalan, and Honduran beneficiaries of approved Form I-130, Petition for Alien Relative. As a result of this change, CBP estimates the number of respondents will increase by 75,000 responses annually, from 350,000 to 425,000, resulting in the total annual burden increasing from 58,540 to 70,450 hours, an increase of 11,910 hours.
