Abstract:
This information collection consists of reporting requirements contained in Commission regulations and orders to ensure (i) accurate assessment of annual regulatory fees, (ii) that nonprofit entities seeking statutory exemption from payment of regulatory or application fees demonstrate their nonprofit status, and (iii) that parties seeking waiver, reduction or deferral of application or regulatory fees demonstrate good cause and that the requested fee relief promotes the public interest, as required by statute.

Short Statement:
The Commission is reporting three decreases to this information collection. The total number of annual respondents and the total number of annual responses each decreased from 19,920 to 574 (-19,346). The total annual hourly burden decreased from 10,030 to 244 (-9,786). These decreases are due primarily to a large decrease in the reported number of annual responses in the fee exemption category. The previous estimate of 19,600 annual fee exemption responses erroneously stated that nonprofit regulatees of the Commission were required to maintain certain fee payment records, expressed as 19,500 responses per year. The Commission has no such recordkeeping requirement pertaining to this process. Accordingly, the Commission has adjusted the annual response estimate in the fee exemption category to 100, representing the number of responses the Commission receives each year from entities claiming fee payment exemptions based on nonprofit status. There are no program changes.
