Abstract:
This is a request for a new collection to cover the existing information collection requirements, currently approved under OMB Control Number 0584-0026, which are being impacted by the final rule, Child Nutrition Programs: Community Eligibility Provision – Increasing Options for Schools. The final rule changes requirements related to electing the Community Eligibility Provision and the household income application process. FNS plans to merge this collection into Control Number 0584-0026 at a later date.

Short Statement:
Although FNS is requesting a new information collection for this final rule, the requirements related to lowering the minimum identified student percentage participation threshold from 40 to 25 percent are actually existing requirements that are approved under OMB Control Number 0584-0026. After OMB has approved the information collection requirements submitted in conjunction with the final rule, FNS plans to merge these requirements and their burden into OMB Control Number 0584-0026. As a result of this final rule, FNS estimates that this collection will have 12,064,195 responses, 621,036 burden hours, 3,454,061 respondents, and $108,000 in system modification costs. FNS estimates that once this rule is merged into OMB Control Number 0584-0026, it will decrease the burden by 384,522 responses, 18,724 burden hours, and 108,941 respondents. The rule is expected to add $108,000 in system modification costs. FNS estimates that fewer local educational authorities will need to process free and reduced-price school meal applications, which is expected to decrease the responses, burden hours, and respondents. The $108,000 in system modification costs are one-time costs for system modifications needed for the computer systems to handle the lower student percentage participation thresholds. All of these changes are due to program changes and after the merge into OMB Control Number 0584-0026, FNS estimates that the burden for that collection will be 12,165,689 responses, 642,075 burden hours, 3,462,371 respondents, and $108,000 in system modification costs due to this final rule.
