Abstract:
The information collection request is for an extension without change of a currently approved collection under OMB control number 2132-0564 “Survey of FTA Stakeholders". There have been no changes to the collection of information or the survey instrument. However, although there was no change in survey instrument/methodology, regulatory environment or FTA programmatic changes, there has been a change in the respondent universe. This shift is associated with an increase in unique individuals with system accounts, which increased the respondent universe. Due to FTA’s outreach efforts to increase participation in the survey there was an increase in CEO respondents and Editor respondents. As a result, the total respondent universe is now 8,177, an increase of 27 percent. Correspondingly, the burden hours submitted with this information collection request is 2,045, an increase of 27 percent. There has also been an increase in burden cost as new labor rates were used for calculations of the respondents and federal employees. This is a voluntary collection of information via a survey that is distributed on a biennial basis. The survey provides FTA decision makers with the information necessary to determine current levels of service, establish realistic service delivery standards and opportunities for improvement, and establish mechanisms for ongoing monitoring of customer satisfaction. The information collected from FTA's grantees helps ensure that users have an effective, efficient, and satisfying experience with the Agency's programs. The entities that will respond to the "Rating FTA Services to its Customers" survey include the CEO's, CFO's Executive Director as well as professional staff aka as NTD editors, such as engineers, urban planners, grant managers at public and private transit operators, state agencies and Metropolitan Planning Organizations across the country. As required, the supporting statement A, supporting statement B, survey instrument, methodology, and checklist are included without change as previously approved from DOT's Office of Bureau for Transportation Statistics (BTS).
