Abstract:
This ICR covers provisions under the American Innovation and Manufacturing (AIM) Act of 2020 that establish limits on total U.S. production and consumption of hydrofluorocarbons (HFCs or regulated substances). To implement the AIM Act, EPA is establishing control measures for individual companies. In accordance with the rulemaking Phasedown of Hydrofluorocarbons: Establishing the Allowance Allocation and Trading Program under the American Innovation and Manufacturing Act, reporters are required to electronically report data to EPA.

Relative to the ICR approved after the finalization of the 2024 HFC Allocation Rule in 2023, EPAs burden estimate has increased. The requirements described herein are consistent with the proposed rule Phasedown of Hydrofluorocarbons: Review and Renewal of Eligibility for Application-specific Allowances (87 FR 66372). The decreases in burden noted here have previously been noted in the submission received by OMB on 01/05/2024. This submission only makes minor alterations to that previous submission consistent with the proposed rule "Phasedown of Hydrofluorocarbons: Review and Renewal of Eligibility for Application-specific Allowances
