Short Statement:
APHIS is seeking approval of a revision of a currently approved information collection request. The currently approved ICR is for 431 respondents, 4,948 total annual responses, and 44,082 total annual burden hours. This request is for 554 respondents, 10,294 estimated total responses and 16,907 estimated burden hours. There are no third-party disclosure burden estimates hours. Program Change(s) in estimate due to Agency discretion include: There is a program change increase of +5,255 responses; however, there is a decrease of -30,790 total burden hours with the removal of the following activities due to them being discontinued or replaced. This change in activities is based on the vacatur of the final rule that APHIS published in the Federal Register on May 18, 2020 (85 FR 29790-29838 (citation/85-FR-29790), Docket No. APHIS-2018-0034)[1]. . • Item 1: there is a decrease of -3,074 Responses and - 25,182 total burden hours o Confirmation Letters and Expanded Exemption Request o Regulatory Status Review o Re-review of Regulatory Status Review o Procedure for Permit Record Reporting o Marking / Labeling • Item 2: there is an increase of +7553 Responses however there is a decrease -5,608 total burden hours with the addition of the following activities. o Petition to Amend List of Organisms o Marking of Identity (For Import or Interstate Movement) o Petition for Non-regulated Status o Request for Determination of Extension o Appeal of Denial of Petition o Am I Regulated Process Change(s) in estimate due to adjustments in estimate include: There is an adjustment increase of +123 respondents, however; there is an increase of +91 responses and +3,615 total burden hours.
