This package is conditionally cleared under the following conditions: Within 30 days of clearance, the agency must submit 1) the rationale behind these instruments’ race and ethnicity question (Attachment 6a-Household Screener Questionnaire and Attachment 6b-Survey Participant Questionnaire) that deviated from the OMB’s 2024 Statistical Policy Directive No. 15: Federal Race and Ethnicity Data Standards, and 2) your agency’s plan and timeline for revisions of the aforementioned instrument’s race and ethnicity questions to better align with the OMB SPD 15 guidelines. More specifically, the agency should include the following information in SSA Q7: Efforts taken thus far to comply, and A detailed compliance timeline identifying key milestones including an estimated target date for compliance with the 2024 SPD 15. In addition, the agency must submit the revised documents (2025-2026 SSA; 2025-2026 SSB; Att.4-Sample Design tables 2025-2026; and Att.5-Summary of Questionnaire Changes) based on the discussion on January 16, 2025 and the written comments provided by OMB.

Abstract:
NHANES is a major ongoing source of information on the health and nutritional status of the civilian, non-institutionalized population of the United States (U.S.). It collects data from household eligibility through screening; sample person household and family interviews; NHANES examinations and interviews at the Mobile Examination Center (MEC); laboratory assessments; and telephone follow-up interviews and other follow-up activities for 2025-2026. NCHS requests approval to extend the current 2025-2026 cycle to perform data collection and processing and public and restricted data release into 2027.

Short Statement:
The burden requested for this submission is 36,540 hours, a reduction of 29,090 hours from the prior 65,630 hours. The burden table (see Section 12) shows each level of possible participation (screener, interview, exam, dietary interview, etc.) in NHANES as a separate line item. The overall burden is reduced greatly by the removal of the 24-hour wearable device projects, noted in the prior data collection cycle. The reduction in the burden estimates for the main parts of NHANES (screener through post MEC interviews) is driven by two changes: • the screener instrument has been streamlined along with sample design that requires screening fewer households, and • the MEC examination time has been reduced by a revised participant flow through exam components that reduces waiting and cleaning times.
